Class Summary

Cadastral Mappers are facing challenges from new technology and current trends in real estate ownership.  In this session we will review methods and technologies which give us the ability to measure and display cadastral data with great accuracy; thus giving us the ability to make clear assessment and government management decisions based on these data.  If the trend to divide ownership interests with three dimensional legal descriptions continues in popularity with developers, it is inevitable that most jurisdictions in the Midwest will someday have to interpret and display these legals on tax maps.  We will be looking at interesting examples of three dimensional surveys and legal descriptions.  We will also look at the use of historical maps as they are becoming widely available.  The use of GIS, LIDAR, aerial digital images, precise geodetic surveys and the tendency to move away from long standing traditional ownership interests, call for mappers to reevaluate how the cadastral layer is displayed.

Sam has been working with maps and legal descriptions since the early 1970’s.  After college he took a job with the Cook County Assessor’s Office in Chicago, where he held ten management positions involving him in all aspects of the assessment process.  After retiring in 2002 as Manager of the Tax Parcel Division Department, he worked as a consultant to government agencies, law firms and surveyors; advising clients on custom GIS applications and a number of high profile property three dimensional legal description cases.  Also he is currently working as a Deputy in the Kane County Supervisor of Assessments Office in Geneva Illinois.  While working for Kane County Sam obtained a CMS designation and recently became an IAAO instructor.  He holds an AA degree in Music and Psychology and a BA degree in Psychology and Geology.  He is a Certified Illinois Assessing Officer, a member of the Illinois GIS Association, a past member of both the Internal Auditors Association and the Records Management Association.
