Rural Assessment Issues

Class Summary Across North America, land is transitioning from historic agricultural uses to alternate uses. Everyone is familiar with land being converted from agricultural to urban or suburban uses. This seminar explores new uses of the land that include land uses such as wildlife and waterfowl production areas, wildlife and waterfowl habitat areas, public and private hunting preserves, fish production areas, and recreational use of the land for hunting, fishing and trophy ranches. In some areas of the country, government (USDA) and state programs are assisting in this transition of land from its typical agricultural use. Landowners are also using the income tax benefits of conservation easements and separation of development rights from the land to facilitate this change of use for the land. National trends are explored in this course along with case studies that will assist appraisers, review appraisers and managers in dealing with valuation issues pertaining to land in transition from its traditional agricultural use.
 
Speaker Backgrounds

Jeffrey L. Berg, ARA, ASA, is a graduate of Ambassador University, Big Sandy, Texas, with a bachelors degree in Business Administration.  Jeff has been active in his family=s farming operation in northwest Minnesota raising irrigated corn and alfalfa along with barley and sunflowers.  In the mid 1980's Jeff founded Crown Appraisals, specializing in agricultural chattels and agribusiness valuations.  He has had extensive valuation assignments in agricultural businesses which are equipment intensive.  Other specialty assignments include grain elevators, seed cleaning and processing, vegetable dehydration plants and livestock confinement facilities.  He has extensive court experience and regularly qualifies as an expert witness in litigation assignments. 

Jeff is a member of the North Dakota and Minnesota Chapters of the ASFMRA.  He is currently serving as President of the Minnesota Chapter and is a graduate of the ASFMRA Leadership Institute in Washington, D.C.  He earned his ARA designation in 1991 and the Accredited Senior Appraiser (ASA) designation in machinery and equipment discipline from the American Society of Appraisers in 1994.  He is serving on the Appraisal Education committee of the ASFMRA.
