Class Summary

GIS for Small Jurisdictions

GIS capabilities are useful, and in many respects becoming essential for government operations even for the smallest jurisdictions.  Certainly there are expected resource issues of finding/keeping staff, continuing funding and developing/maintaining digital databases for these jurisdictions that can be tough to overcome just to get started.  Class presentation and discussion will focus on innovative approaches to getting started, point out other successful small jurisdictions, and provide tips on overcoming some of these and other problems attendees bring to the table.

Speaker Background

Mr. Ed Crane has been working on innovative technology projects within Kansas local governments for over 30 years.   Beginning with 16 years in Wyandotte County, one of the first GIS projects in local government in the US, as well as several other innovative and award-winning projects (1973-89), followed by 9 years of GIS Consulting with M J Harden Associates (1989-97), he currently supports GIS projects in Kansas and Arkansas as a Senior GIS Consultant with Environmental Systems Research Institute (ESRI).

Mr. Crane is active in several state, regional and national technical and professional associations, and is a founding charter member of both the Kansas Association of Mappers and the 8-state Mid America GIS Consortium.  He currently serves on the 2007 and 2008 education and conference planning committees for both organizations.

Professional Associations Activities and Affiliations

KAM (Kansas Association of Mappers); Charter Member of Board of Directors, continuous involvement in numerous conference and committee roles since 1985.

MidAmerica GIS Consortium (MAGIC); Charter Member and Founding Chairman; member Executive Committee 1980 – present, Conference Program Chairman for the 2002 MidAmerica GIS Symposium.

URISA (Urban and Regional Information Systems Association); active member since 1977, Executive Board (1988-91), President (1992-93), numerous presentations.  Horwood Distinguished Service Award 1996.

IAAO (International Association of Assessing Officers); member since 1986, Mapping Standards Committee, Co-Chair to write URISA/IAAO’s “GIS Guidelines for Assessors”; Conference Committee for “GIS and CAMA Integration” last 5 years.  IAAO Conference Content Comm. Chair 2003, 2004, 2005.
