Effective Age

Class Summary Effective age (EA) - How old does it appear to be? The typical age of a structure equivalent to the one in question with respect to its utility and condition, as of the appraisal date. Knowing the effective age of an old, rehabilitated structure or a building with substantial deferred maintenance is generally more important in establishing value than knowing the chronological age. This 1 & 1/2 hour presentation will review seven different methods to calculate effective age.

Speaker Background

Rick Stuart - graduated from NW Missouri State University in 1981 with a degree in accounting. He was elected as the first assessor of  Nodaway County, MO in 1981 and reelected in 1984. After that  Rick served as the deputy appraiser for Shawnee County, KS from 1986-1992. He then became the County Appraiser of Jefferson County, KS from 1992-2005.

Currently Risk is self employed Teaching, writing appraisal courses and workshops. He also is has his own consulting business.

Risk holds the CAE designation and served as an executive board member and as super-chair of professional development for IAAO. In this capacity he was responsible for the Education, Designation and Instructor Relations Committees. At present he is a senior IAAO instructor.

Twice Past President of the Kansas City Chapter of IAAO.
1996 & 1999 IAAO Distinguished Assessment Jurisdiction Award Winner
2003 IAAO Public Information Program Award Winner.
2003 IAAO Donehoo Essay Award Winner.
2005 IAAO Clifford B. Allen Most Valuable Member Award Winner.

Rick has written and published several articles.
He Developed and teaches various one and two-day appraisal workshops.
He authored the IAAO one-day forum #937 - Public Relations and Customer Service.
He Co-authored the section on Public Relations for the new IAAO Textbook.
and he has been published (5) times in the IAAO ASSESSMENT JOURNAL & FAIR & EQUITABLE.
