DESCRIPTION:
|
Fitchburg,
Wisconsin, is a suburban community of 25,000 residents adjacent to Madison.
Under the general but
limited direction of the City Assessor, discovers, lists, values and defends
taxable real property, both vacant and improved, and personal property
within the City of Fitchburg. As Senior/Commercial Property Appraiser, this
office and field position makes market value appraisals of all types of
properties, including, but not inclusive of the most difficult and complex
commercial, multi-residential, mercantile, recreational and institutional
real property and personal property. Must be proficient in using the market
approach to value, the cost approach to value and the income approach to
value to determine total value, broken down by land, improvements and
personal property. Must be proficient in performing complex statistical and
special studies relating to building costs, interest, capitalization and
rental rates, and operating costs. Employees at this level may provide
leadership and training to lower level staff and assist in the general
administration of assessment activities. Must have the experience/ability to
actively participate in any/all property tax litigation that may arise. Must
have advanced knowledge of Wisconsin State Statutes in regard to property
assessment and exemption issues.

REQUIREMENTS:
|
Applicants must have a Bachelor’s degree in a field relating to property
valuation or equivalent in work experience. Five years experience in the
assessing field, specializing in complex commercial property valuation
required. Additional experience may substitute for education on a year for
year basis. Advanced knowledge and experience in the utilization of
computer applications required. Must be Certified Assessor Level II or
higher upon appointment, must maintain Assessor Level II during the course
of employment. Must possess a valid Wisconsin Driver’s License and
maintain during entire course of employment. Must be USPAP
Compliant. |

COMPENSATION
& BENEFITS:
|
The Property Appraiser is an exempt, non-represented position with a hiring
salary of $60,068 - $68,259 per year, depending on qualifications. The 2011
salary range, based on a combination of years of service and merit, is
$60,068 - $83,959. Salary increases occur according to the non-represented
compensation plan, usually on an annual basis, with budgetary approval.
