REQUEST FOR PROPOSALS FOR ASSESSMENT SERVICES

DESCRIPTION:

The City of Cumberland, Barron County, is seeking proposals from qualified firms to act as assessor for the assessment years 2011-2012 (or beginning with assessment year 2011). 

The City of Cumberland has a population of 2357 and approximately 1384 real estate parcels which includes 14 manufacturing parcels.  There are 222 personal property parcels which includes 8 manufacturing parcels.  The last revaluation with interior inspections was completed for assessment year 2003.  Our 2009 ratio was 1.013525698.  The City has one TIF district.  

Any individual candidate or the firm’s staff member that will be assigned to the City must be state certified and should provide a resume together with proof of certification.  Assessor shall perform all work according to Chapter 70 of Wisconsin State Statutes and must attend open book and board of review. 

The current assessment data is on the Market Drive program.  Indicate the type of software you use and, if it is different, explain how you would use the existing data format to equitably maintain the assessments.  Also describe how you would share assessment data information with the municipal office (e.g., web site, hard copies of data sheets, a computer read only version of the software).  Maintaining a website of City assessment information would be viewed favorably. 

Proposals should include general information about the firm and at least three references of clients for which the individual/firm has provided assessment services over the past three years.  References must include contact information.  Provide a detailed explanation if there is any current or pending litigation against your firm or any investigations by any regulatory agency.  Also provide proof of insurance, including general liability and errors and omissions coverage.
