1. Jean Gerstner provided a brief summary of Paul Riehemann’s skills as a re-engineering consultant and project manager. He has been analyzing SLF’s process modeling during the past year. Paul will serve as the project leader for the Integrated Property Assessment System (IPAS). He will join us later in the meeting.
2. Jim Murphy stated the electronic Real Estate Transfer Return (e-RETR)
project is in the process of pulling together potential use case
scenarios. Once Brown County is on
board it is anticipated other counties will follow.
3. Mary Reavey stated lobbyist Jolene Plautz has completed an action plan
and a draft of proposed language to repeal Section 74.37.
4. Tom Janssen reported the final assessors’ school was held November 17th. The new Agricultural Forest law was the primary focus of this year’s schools. The Equalization Supervisors will meet in early December to discuss the Agricultural Forest questions from the schools. The questions will be answered, forwarded to Legal for review and added to the FAQ’s posted on the DOR Internet.
The automation survey was not conducted statewide at the assessors’
schools. Assessors will need Internet
access to use the e-RETR system. The
survey will be conducted at a later date and will include questions related to
the IPAS project.
5. WAAO will form an ad hoc committee to study the assessor certification program. Proposed changes to the program need to be submitted to DOR before September of 2006.
6. A CD version of Volume I of the Wisconsin Property Assessment Manual is expected to be available in 2005. Jennie Miller reported problems in converting some of the files to PDF format. The conversion issues need to be resolved before the Manual will be available in CD format.
7. The State is facing another tight budget year. State agencies were required to submit budgets reducing positions and dollar amounts by 10%.
DOR forwarded a recommendation to the Governor’s office proposing 100% of manufacturing assessment costs be charged to municipalities beginning in 2006.
8. Paul Riehemann joined the meeting. He gave a brief overview of the progress and structure of the IPAS team.
9.
Jean Gerstner expects the Bureau Director position for
Property Tax to be filled soon. SLF
received permission to fill the positions formerly held by Gene Miller and Tom
Gundlach.
10. The project charter for IPAS is expected to be completed in early December and will be discussed at the next meeting.
11. The next meeting is scheduled for December 16, 2004, at 9:30 AM. Note: the meeting will be held in Room 1N-4 at the DOR Building.
