COMMITTEE MEETING MINUTES
November 7, 2008 –
West Bend City Hall
Meeting
was called to order at 10:15a.m. by co-chair Pete
Krystowiak. Pete introduced new co-chair
Shannon Krause from the City of West Bend to fill the vacancy of Joyce Frey
from Fitchburg who has taken a position outside of the assessment field.
Other
members present were; Adam Tooke, Matt Tooke, Jim Young, Bill Briggs, Diane
Cannistra and Ryan Raatz.
A
review of the duties, responsibilities, goals and the history behind the
evolution of the education committee were discussed. Matt Tooke briefed the committee on the
upcoming December 1st continuing education class in Madison. CEU’s have been approved by Revenue but have
not been by Dept of Regulation and Licensing.
Further discussion on future classes receiving credits from Dept of
Regulation and Licensing and what can be done to meet their criteria.
Changes
for 2009 – Pete has announced that after the “winter thaw” he will be resigning
the co-chair position and asked the remaining members to consider
volunteering. Discussion on the matter
for possible candidates was Matt Tooke and Jim Young. Matt would not at this time have then time
necessary as the City of Appleton will be performing a reval
but would consider it in the near future.
Jim Young agreed to fill the vacancy for a time until Matt or someone
else would be willing.
IAAO
Course 312
The
class was attended by 38 individuals and needed to break even was 18 to
20. Pewaukee will not be able to host
any IAAO courses in 2009 so if another IAAO course is planned a new location
will need to be found. Reviews by
members of the committee who attended made suggestions that a syllabus be given
prior to the course and that if calculators are needed it be
mentioned prior to the first day. Other
discussion was noted that the courses need some updating to reflect more
practical applications to today’s issues.
Shannon was asked to obtain the course review from IAAO to further
evaluate the course itself and the instructor. Possible letter to IAAO with
the concerns of revamping courses with current material and instructors not to
teach completely to passing a test.

Motivational
speaker-How to please your most difficult customer.
CIVMIC
speakers-varied issues.
Hands on ratio analysis-how to use a
small sample base
-time adjustments
Personal Property-field review, doomages, auditing
Ag buildings and land
classifications
Statistics – general, types to run,
using statistics against new values
Multi-family structures
Formulating cap rates, GRM’s, review of
income and expense statements.
Modeling – SPSS, small samples,
trending and economics
Entry level education to new
assessors and DOR personnel
Cost Approach – Marshal
& Swift
PP – Gunderson
Lutheran Issues – exemption issues.
Green construction
Review of past course evaluation comments
with suggestions from attendees.
Land conservancies
Ag Buildings
Incinerators used as power alternatives
Evaluating commercial and residential
construction

Discussion on our committee’s action/involvement in the
Ad Hoc Certification Review Committee.
Shannon to contact Mike Muelver and let him know that one of members
would like to be included at their meeting to assist in the streamlining of the
education process.
